Eli Lilly Cuts 340B Pricing. Plenful Automates ESP Submission

Eli Lilly became the first drug manufacturer to follow through on its claim data reporting policy, cutting off 340B pricing to specific covered entities that failed to comply with its in-house pharmacy claims data reporting requirements.

Lilly is one of 11 manufacturers who announced plans to require covered entities to submit in-house 340B claims data as a condition of accessing 340B pricing. Lilly's actions set a precedent that other manufacturers could quickly follow.

Novo Nordisk set its in-house pharmacy claims data requirement effective April 1, 2026. UCB followed with an effective date of June 1. Biogen, Bristol Myers Squibb, AstraZeneca, and others have issued their own policies. The direction is unmistakable: manufacturers are treating ESP reporting compliance as a prerequisite for program access, not a courtesy request.

340B Health, the American Hospital Association, and provider groups are pushing back. They argue these requirements violate the 340B statute by adding conditions that effectively raise costs above the statutory ceiling price. HRSA says it "continues to review these policies." Until a legal or regulatory resolution emerges, affected covered entities will need to comply with claim submission requirements or forgo 340B savings. 

Submitting claims will be an additional data challenge and resource commitment for pharmacy teams already stretched thin. This becomes magnified if additional manufacturers follow suit.
