Rebate Intelligence Webinar Recap: Get Ready for Rebate
On October 29, hundreds of 340B professionals joined Plenful’s Ready for Rebate webinar. Tim L’Hommedieu, SVP of Pharmacy, and Matt Krah, Principal Solutions Consultant, covered the pilot’s status, operational challenges, and how automation can help teams prepare.
Rebate is expected to return January 1
The pilot includes 21 drugs from 10 manufacturers, each with a HRSA-approved plan. A federal court blocked the original 2026 pilot; the new program is expected to begin January 1, 2027.
The details that matter:
- 45 days to submit a claim from the dispense date. A denial doesn’t reset the clock; corrected claims must meet the original deadline.
- 10 days for manufacturers to pay once a claim has conforming data and no MFP deduplication issue. Some manufacturer policies allow additional time for federal holidays.
- 15 days before go-live, teams can submit unreplenished packages already on their shelves.
- No denials for suspected diversion or Medicaid duplicate discounts. HRSA directs manufacturers to the dispute resolution process instead.
Cash float and manual submissions create complexity
Let's unpack three challenges with the proposed Rebate Model that are positioned to impact 340B teams:
1) Cash float: paying upfront while awaiting rebates
Under the new Rebate Model, covered entities will buy rebate drugs at WAC prices rather than the 340B price, then need to submit claims for reimbursement.

“Even if you get the rebate within the 10-day turnaround, that amount of time floating the cash is material for an organization that may not be able to make payroll this week”
- Matt Krah, Principal Solutions Consultant, Plenful
2) Manual submissions across multiple systems
HRSA estimates the program will require roughly five additional hours per week to administer the rebate program. Hospitals and major industry groups argue that this understates the burden significantly. To meet Rebate Model requirements, teams must download, reconcile, reformat, and upload data from multiple TPAs, pharmacies, and EMRs, all within a tight window.
3) MFP and 340B Rebate will overlap in 2027
Manufacturers handle deduplication differently. When the MFP price falls below the 340B price, some deny the 340B rebate and pay only MFP, while others prioritize the 340B rebate and discount the MFP. Reconciling both programs requires claim-level visibility and reporting. Many health systems fear this complexity will further burden their already lean teams.
74% of pharmacy teams polled are concerned about the Rebate Model
Among attendees polled live during the webinar, 74% were concerned about the combined challenges of claims accuracy, payment reconciliation, and cash float. Payment reconciliation and denial detection were the leading individual concerns.

Fully-automate rebate workflow with Rebate Intelligence
With Plenful’s Rebate Intelligence, covered entities can confidently manage the rebate process from submission through reconciliation:
- Daily submissions: Send rebate claims daily to minimize cash float.
- Pre-submission Data validation: Check claims against each manufacturer’s required data before submission to prevent denied rebates.
- Payment tracking: Track paid, delayed, and denied claims against the 10-day payment window.
- Unified Rebate dashboard: View received and expected rebates, daily collection rates, and trends by NDC and custom time periods (MoM, QoQ views).
- Combined MFP and 340B view: Reconcile both programs in one place.
